Today globalisation is
affecting every aspect of human existence - environmental,
economic, political and cultural. Globalisation needs to be
viewed as a web of complex and comprehensive social, economic,
political, cultural and psychological processes that link
international institutions, trans-national corporations, nation
states, societies, cultures, communities and peoples to each
other and in turn fundamentally influence and alter these
institutions and spaces. In this era of globalisation a new
discourse of governance has evolved in consonance with
globalisation with far reaching changes and impact on the
nature, role and functions of the State leading to direct
linkage and interdependence between local, national and global
governance. Global policies and process have direct impact on
governance processes in the country and more importantly on the
daily lives of the common and ordinary citizen by affecting
their right to livelihood and access to institutions of
governance.
In this context, NCAS decided to
probe the impact of globalisation on governance issues of
marginalized by focusing on right to land, water and forest (Jal,
jungle and jamin ). NCAS is undertaking an action research to
identify, study, understand and comprehend the linkages between
local and global governance processes and its impact on the poor
and marginalized groups and people in the states of Maharashtra,
Madhya Pradesh, Chhattisgarh, Orissa and Jharkhand. At the same
time the study will try and document the potential spaces and
impact of the local struggles and civil society initiatives for
people centric governance on the global processes. The study
will also focus on local governance institutions and the civil
society organizations in order to facilitate a local –global
dialogue for mutual learning and exchange; so as to strengthen
civil society networks for the promotion of people centric
governance.
